"I will be withdrawing [SB 248] through the official process of making a motion on the Senate floor when we return in the new year." -Sen. Capri S. Cafaro

Sen. Capri Cafaro(Ohio)—According to a Citizen Link report, a bill originally introduced by Ohio State Sen. Capri Cafaro—SB 248—that was being called the "worst-ever homeschool law" because of its severely restrictive nature; was asked to be withdrawn by the same senator.



The Homeschool Legal Defense Association (HSLDA) noted that the measure, if passed, would have required all parents who homeschool to "undergo a social services investigation," along with background checks and visits from social workers to "determine if homeschooling would be permitted."

After the bill was introduced, and word spread among the homeschooling community of the inherent controls it contained, there was widespread public concern, and the HSLDA formally asked the sponsors of the bill to withdraw it.

Sen. Cafaro wrote in her letter to the Ohio Senate president that she decided to "no longer pursue this bill."

The bill, also called "Teddy's Law" was presented by Cafaro in response to the death of 14-year-old Teddy Foltz-Tedesco who had suffered abuse for years at the hands of his mother's boyfriend, while attending public school. And who was later pulled out of public so the mother could allegedly homeschool him. The boy eventually died from the harsh abuse he received and the mother and boyfriend are now in prison, according to the HSLDA report.
