Islamic State to Obama: 'Fighting Has Just Begun'

The ISIS terror threat has President Barack Obama paying a visit to Tampa, Florida, for a meeting with military leaders at U.S. Central Command.

His visit comes just one day after America's top general suggested there could be a need for ground troops in Iraq.

"To be clear, if we reach the point where I believe our advisers should accompany Iraqi troops on attacks against specific ISIL targets, I will recommend that to the president," Gen. Martin Dempsey told members of Congress.

For now, House lawmakers are on track to give the president authority to order U.S. military training and arms for rebels battling ISIS jihadists.

Meanwhile, the terror group has released a video response to the president's plan.

The 52-second video is filled with images of slow-motion explosions, a clip of the president saying troops will not be returning to fight in Iraq, and the words "Flames of War: Fighting has just begun."

ISIS is also using social media to encourage attacks against America in places like New York City's Times Square.

New York Police Commissioner Bill Bratton expressed concern to reporters Tuesday.

"ISIS creates a totally new area of threat for us and one that is probably even more potentially impactful on us than al Qaeda," he warned.

"Their ability to inspire not only those who will go there to fight and then potentially come back but also to inspire the so-called lone wolves -- the disaffected sitting there in their basements pouring over their computer terminals," he continued said. "They have an incredible ability to influence those young men and women."

ISIS has inspired al Qaeda branches in Yemen and North Africa to unite. They issued a rare joint statement Tuesday calling for jihadists in Iraq and Syria to join forces against the U.S.-led coalition.
