With school set to start Monday morning in a
number of U.S. states, a Texas federal judge's order has changed a key
policy many school districts were grudgingly preparing to enforce.
U.S. District Judge Reed O'Connor determined
federal officials didn't follow proper procedures in creating the Obama
administration's transgender mandate for public schools. In releasing an
order to block the mandate throughout the U.S., he added the
administration's guidelines contradicted existing statutes and
U.S. public schools were instructed in May
that transgender students must be allowed to use bathrooms and locker
rooms consistent with their chosen gender identity just days after the
